Illia served as Director-General for the Rule of Law Directorate at Ukraine’s Ministry of Justice (2018–2019) and as a consultant to the President of Ukraine on legal reform (2019–2020). Previously, he was Senior Assistant to the President of the Supreme Court and the Supreme Court’s focal point for the European Court of Human Rights. Over the past four years, Illia has advised international organisations on justice sector reforms in Europe and Asia and served as a Visiting Professional at the International Criminal Court, Appeals Chamber (2020–2021).
He holds master’s degrees in International Human Rights Law from the University of Oxford (2021) and International Dispute Resolution from Queen Mary University of London (2017), and completed a visiting fellowship at the University of Bristol (2022–2023).
Illia is currently pursuing a DPhil in Law at Oxford, focusing on the repurposing of central bank assets to compensate for human rights violations. Since January 2025, he has been a research resident at the Bonavero Institute of Human Rights. He is a member of the European Law Institute (ELI) and its High-Level Expert Group on asset seizure and human rights, chaired by Sir Geoffrey Vos.
