Marc Oliver Heim

Oliver Heim (BA, Vienna; MA, London; LLM, Edinburgh) is a PhD researcher and Graduate Lecturer in EU Law at University College London. His research focuses on international economic law, EU law, and global trade governance, with particular attention to industrial policy and trade remedies. He examines how the WTO, as well as EU and US legal frameworks, address industrial policy spillovers, particularly in relation to cross-border subsidies. His research interests include WTO reform, anti-subsidy law, state-owned enterprises, and comparative competition law. Alongside his academic work, he currently serves as a Policy Advisor at the UK Department for Business and Trade. He has gained professional experience in international trade policy across a range of institutions, including the European Parliament’s Committee on International Trade (INTA), the United Nations Commission on International Trade Law, and the United Nations Department of Economic and Social Affairs. He has also worked at the Embassy of Malta to the United Nations in New York and in commercial litigation at Freshfields Bruckhaus Deringer in London.
